City effect on state homelessness rates

Are state-level rates real, or just one big city's number?

For each state, this compares the combined rate of "Major City" Continuums of Care (HUD's classification) against the rate of all other CoCs in the state combined. The ratio = MajorCity ÷ Rest. A high ratio means the state's headline number is dominated by its big cities. A ratio under 1 means cities are actually LOWER than the rest of the state.
